Don't you hate it when you go outside on your deck barefoot and get a splinter, or when you fall and have to get those splinters out of your hands and knees? I know I do. So here's a guide on how to fix that problem.
First, you want to clean your deck, otherwise these next steps are pointless. move other furniture to another location and take a power water hose and spray your deck of any traces of dirt and grime you can find. If there's any persistent spots, carefully scrub it off with a sponge.
Step2
Ok now the deck is clean. Whew. Now you want to sand it. make sure to sand the top and edges smooth, if theres a hole or a crack in it where there have been known splinter accidents make sure to sand these places double time.
Step3
Once sanded you'll apply a coat of deck finish over the wood. This will keep it waterproof and will twart most splinters.
Tips & Warnings
If your water hose doesn't have a jet spray attachment I recommend you get one, if you can't or don't then try holing your thumb over a large part of the opening of the hose.
Sanding is a time consuming process, and it won't always remove some splinters. If a board is persistent with splinters after sanding you may just have to replace that board.

I would not recommend finishing a deck with "varnish". The clear coat will readily peel off in a short time. I don't know if you can buy varnish anymore. You are probably referring to a urethane finish, also not recommended. Stick with a solid color or semitransparent deck stain. Oil based will last longer than latex/water based stain.
