1
Measure the width and height of the window. If your goal is to build Roman blinds for multiple windows be sure you measure each window individually. Even if windows appear to be the same size you could have serious gaps in coverage if the measurements are off by even fractions of an inch. Measure twice before cutting to make sure that the measurements match.

2
Cut the fabric and lining fabric allowing a two inch seam allowance for the width and the length (in order to accommodate the hem). Then lay fabric out for pinning. You will want the right side of the fabric facing up so that when you lay the lining on top with the right side facing down you will be able to pin them together with the insides facing out. Pin the fabric and liner together.

3
Sew the fabric and lining together leaving one end open so that the fabric can be turned right side out when you actually build Roman blinds. Sew in an extra row across the bottom that allows just enough room to insert a wooden dowel into the opening between the two seams (this provides weight on the bottom).

4
Turn the fabric right side out and then iron (pay special attention to the seams (you want them to lay flat for you). Then sew the remaining seam. After completing this you will need to determine where you want your loop tape to go in order to draw your blinds and sew the loop tape to your blind.

5
Determine length of cord you will need so that all ends are roughly the same length after being run through the loops and across the top. Cut the cords and attach by tying to the bottom loop of each loop seam and running the cord through each loop till you reach the top loop then across the loops until you reach the final loop. Once all loops have been corded you will braid the cords together and attach to the cord tassel. It seems like a lot of work to build Roman blinds but once you've finished one window you have the building blocks needed to do many more.

Tips & Warnings
Mark the fabric you cut for each window and the corresponding window so that you won't get them confused or mismatched.
Smooth out all wrinkles and creases before pinning the pieces together so that you don't inadvertently sew the creases into your Roman blinds.
