Step 1
Deal each player three ninja cards. Each player selects one ninja character and discards the other two. Place your ninja card face-up in front of you; this is your character for the rest of the game. Deal each player three fortune cards. Some fortune cards may be played immediately, most may not; this will be specified on each card.

Step 2
Start a round by giving each player $100. Give an additional $50 to the player with the most honor points, unless there is a tie.

Step 3
Deal a mission card to each player. Each player decides whether he is going to the staff meeting, and all players reveal their decision simultaneously.

Step 4
Hold the staff meeting. Every player who chose to attend the staff meeting draws a fortune card. Players who have an Errand mission card may force another player with lower honor who attended the staff meeting to trade mission cards. (For example, Bob has five honor and an Errand mission. Suzy has four honor and a different mission. If both attend the staff meeting, Bob may force Suzy to trade mission cards with him, sticking her with the Errand card.)

Step 5
Begin the missions. The player with the most honor starts by attempting to roll against each skill check on the mission card. Roll against a skill check by rolling three dice, then adding or subtracting any bonuses specified on the card. If the total number rolled is greater than your skill, you fail the mission and must suffer whatever penalty is specified on the card. Otherwise, you may roll against the next skill check on the card.

Step 6
Play fortune cards on yourself or other players at any time, immediately stopping play to follow whatever instructions are on the fortune card. Some just give bonuses to your stats, while others require extra rolls.

Step 7
Complete the mission successfully by rolling against all specified skill checks successfully. If the mission is completed successfully, gain whatever reward is specified on the card (generally honor points). Once your mission is complete, be it a success or failure, the next ninja takes her turn.

Step 8
End the round when each ninja has completed his mission. Start the next round by completing Steps 2 through 7.

Step 9
End the game when the total honor held by all players is at least 10 times the number of players, or drops down to four times the number of players (e.g. in a four-player game, at 40 honor or more, or 16 honor or less). Whichever ninja has the most honor wins.
