Ok first thing that needs to be done is to find out what surface area needs the touch up (inside or outside). Then the make, model, and the color of the appliance. This can be done by either looking in the owners manual or looking for a manufacturers ID plate on the appliance. Most times you can guess on the color and the model and make should be found easy enough.

Next step you need to hit the internet or an appliance store. It might be easier to order via the net seeing as not all stores may stock manufacturer repair parts. Calling before you head to a store may be a good idea so as not to waste a trip. I personally saw on whirlpool's site the small touch up paint bottles, but I recommend you shop around, use your favorite search engine and look up touch up paint for ovens or something similar.
Shop around because prices vary from site to site as do the availability. Some sites I visited did NOT have the black inner touch up so be careful when ordering. -

Once you get your bottle or can of paint you will need to clean the area throughly. I recommend using a substance that will remove grease. The manufacturer may also recommend a cleaner as well as a cleaning procedure. If you are using the aerosol spray can make sure the oven is off and cool. Read the can or bottle and follow the manufacturer's recommendations for the best results.

Lightly touching the chipped area with the tip of the brush with a moderate amount of paint will normally leave enough paint on the chipped area to fill in the chip. Depending on the size you may need to work the brush slightly to cover the damaged area. Allow ample time to dry, consult the touch up paint instructions on the bottle or package so as to avoid possible flaws in the touch up work.

Tips & Warnings
Follow all recommended instructions by the maker of the touch up paint, they know what conditions are best to maximize the effectiveness of their product.
Shop around there are some place that sell the same exact paint for higher or lower than the next guy. Get the best deal you can!
Make sure that that the oven is cool and off and that there are no gas or electric burners on.
Follow the safety precautions outlined on your touch up paint, different products could required different measures.

I hired a "professional" from the Yellow Pages and he made a mess of it. I repaired it myself with a kit from Home Depot and the results were much better. -
