How to Decrease a File Size Using Microsoft Paint
Microsoft Paint is a free graphics program included with the Windows operating system. This graphics program allows you to make minor edits to PNG, JPG and GIF images. Decrease the file size of an image using this program, in order for the image to fit on your website and also decrease the amount of storage space needed to host the file.

Right-click the image you want to edit on your desktop and select "Open With." Double-click "Microsoft Paint" to load the software and the image.

Click the "File" menu item at the top of the MS Paint software window. Click "Save As" to open a dialog window.

Type a name for the re-sized file. Microsoft Paint defaults to the current file name if you don't choose a new one. Select "JPG" from the "File Type" drop-down box. This image file type compresses the file, thereby reducing its size.

and if the file is already a jpeg this will reduce it 0%, most image files are jpegs so this advice is mostly worthless.
