1
Dump the cornstarch into your mixing bowl. A cup should be enough, but if you have more than two children playing, make sure to add respectively to the recipe.
-
2
Add water slowly to the cornstarch. For this step, it is fun for your toddler to do the stirring. Have her stir as you poor. Once the goo gets to a consistency like cookie dough, stop and test it.

Grab a chunk and roll it in your hands. It should form a ball as you apply pressure to it. Immediately after you release the pressure, however, it should liquefy. If it doesn't not liquefy, add a tiny amount of water to the mix. If it doesn't not ball up, add a tiny amount of cornstarch.

4
Rake your fingers through the cornstarch goo to show your toddler how to play. He can roll it, rake it, pick it up and let it drip back down into the bowl, or drip it on his arms and wait for it to harden. Chances are, you won't have to show your toddler how to play, they will show you with their awesome creativity.

5
Set the bowl of cornstarch goo out on the counter to dry when you are done playing. This should just take overnight. The best part is that once it is dry, you just put it into a seal-able container and add water when you want to use it again. You can literally use the cheap cornstarch over and over again.

Tips & Warnings
If you want, you can change your children into old clothes, but the cornstarch goo literally washes away from everything. It is just cornstarch and water, so it will wash out of clothes and fabric. Don't worry.
Don't resist the urge to play in the cornstarch goo yourself. Leave a moist rag beside you in case you need to quickly have clean hands.
