Create a list of all your expenses. Sit down with your spouse and write down everything that you have to pay out in a month. Document your utilities, insurance, rent or mortgage, groceries, household expenses and all your bills, car payment, credit card bills, retirement and entertainment.

Compare your expenses against your take home pay.

Assure that you have included a percentage for those bills that may fluctuate during a month, Unless you are on a budget fixed rate billing for gas and electric and utilities, this bill will vary each month allow yourself some leeway when creating your budget

Learn to economize and be frugal in your spending habits. Instead of going out to dinner every week, cut it down to once a month. Instead of going to the movies every week, go rent a movie and spend the evening at home. Find ways to increase your funds for emergency purposes and for that down payment on your home.

Assure that you plan for your retirement, have your company deduct money into an IRA or 401K plan for you. The funds that you put away are pretaxed.

Look for ways to increase your disposable income, look in the newspapers and clip coupons for the grocery store. Buy in bulk whenever possible, take the subway or public transportation to work instead of paying for gasoline and parking. Pack your lunch a couple of times a week instead of eating out and you will be able to increase the money that you can save.

Save for that vacation and pay for it in cash rather than increasing your credit card balances or obtaining a loan.
