Step 1
Start Adobe Fireworks CS3, choose the "File" menu from the top of the screen and click "Open" to bring up the "Open" dialog box.

Select "Photoshop PSD (*.psd)" from the "Files of type" drop-down menu. This will ensure that Fireworks will only display the Photoshop files you have saved to your computer.

Use the "Look in" drop-down list and the large white box in the center of the "Open" dialog box to browse to find the Photoshop file you want to open into Fireworks. Click to select the file and click "Open" to close the dialog box and open the Photoshop document in Fireworks.

Choose the "Edit" menu from the top of the Fireworks screen and click "Preferences" to open the "Preferences" dialog box. Click the "Import" tab at the top of the dialog box to display the import settings.

Select "Convert to Fireworks objects" from the "Layers" section of the "Preferences" dialog box. This option should be used when you have a non-animated Photoshop document you have opened. Choose "Convert to frames" if the document is animated.

Pick the "Editable" option in the "Text" section to allow yourself access to edit the text or choose "Maintain appearance" to keep the text as it is without editing access.

Check the check box for "Use flat composite image" only if the Photoshop document contains animation. Click the "OK" button to close the "Preferences" dialog box and return back to your file. You can now simply save the document as a Fireworks document using the "Save As" command.
