Whenever you have a position opened in your company, it's better to promote within the company then to go outside and hire someone. The reason for this is it makes everyone feel that they have a chance at promotion even if they don't get this promotion. Building morale is a benefit that you get when you promote within the company.

      Advertise the position that you have opened to your employees. Try to get the ones that are qualified for the position to apply. This way you have a good group of people who will be applying from within the company.

      Accept all applications and don't have a closed mind. There may be a good candidate in the group that you overlooked. If your company is large it's hard to know everyone who works for you, therefore there may be an excellent candidate for the position that you don't know.

      Set up a test for all the applicants in the company. If you don't advertise the position outside of the company then you'll have to promote from within. Try to do this first and if you don't find the right applicant then advertise the position outside.

      Grade the test that the applicants took and set up interviews with the ones you want to see further. Ask the applicants the same interview questions so you can grade them accordingly. If you have different questions for each applicant, it is harder to be sure that you are getting the best person for the position.

      Select the person who is best qualified for the position and promote him or her. Only go outside the company if you can't find the ideal candidate within.
