Things You'll Need:
- 1-inch wide wood long enough to make both feet
- 1/2-inch dowel long enough for two sides and 8 inches extra
- Saw to cut wood
- 1/2 inch wide wood 4 inches wider than the frame
- Picture frame
- Measuring tool
- Wood cutting tool
- Wood glue
- 4 eye screws
- Metal chain

Step 1
Choose a wooden frame that fits the picture. Make sure there's plenty of wood at the top to attach eye screws. When you make a swinging picture frame, the eye screws are what holds the swinging picture frame to the chain.

Step 2
Measure the height of the picture frame. You need to get two wooden dowels that are 4 inches taller than the frame and 1/2 inch in diameter.

Cut two blocks of wood for the base of the swinging picture frame. Make the wood 1 inch wide, 4 inches long and 1 inch thick. Drill a hole 3/4 inches deep in the center of the wooden block. Make it just wide enough for the dowel to fit.

Insert the dowels into the holes of the block after you put wood glue on the end and 1/2 inch up. Twist the dowel around to spread the glue

Cut a 1-inch thick and 1/2-inch wide piece of wood. Make the length 3 inches wider than the frame. You may want to add an extra inch. This is the bar that the frame attaches to, so the width can vary as long as the frame has clearance on both sides. Judge the centering by your aesthetic preference.

Step 6
Find the midpoint of the picture and then the midpoint on each side. Screw in an eye screw at each point. Center the midpoint of the wood for the top with the center of the frame and line up matching eye screws.

Step 7
Glue the wood to the top of each dowel with wood glue and cut off any extra wood at the side. Attach a chain through each eye screw to connect the picture frame to the top of the swinging picture frame holder.
