- Powdered eye shadow
- Outfit you are planning to wear with the eyeliner

Step 1
Lay out the outfit you are planning on wearing. It is important to make sure that your eyeliner does not clash with the outfit, particularly if you are wearing a bold liner such as a bright green, blue or pink. Darker tones like purples and raisins tend to match almost anything, as do metallics like gold and silver.

Step 2
Hold the eyeliner and the top that you plan to wear next to your face.Make sure that you like the way the colors look together and that you also like the way your face looks in proximity to these colors. If you do not like the look, change either the top or the eyeliner color.

Apply your eye shadow. If you are going out during the day, you will probably wish to use neutral eye shadow or even a translucent powder. This will prevent your eyeliner from smearing but avoid attracting attention to the makeup instead of your eye.

Heavy use of brightly colored eyeliners draws attention away from the eye, so make sure your lines are thin and light.Apply the eyeliner to your upper eyelid. Begin at the inside corner and use a smooth stroke to the outside corner. Do not press down on your eyelid. For a subtle, cat-eye effect do not follow the line of your lid back down but aim for the outside end of your eyebrow.

Apply the eyeliner directly under your lower lashes. Do not redip the eyeliner wand before this step. Start at the inside corner of the eye and move smoothly toward the outside corner.

Keep your eyes half shut for a count of sixty.This will make sure that the liner has dried before you open your eyes. Opening them too soon can give you colored arcs at the top of your eyelid.
