How to Start a Guild in World of Warcraft
World of Warcraft (WoW) is one of the best massive multi-player online role playing games (MMORPG) available. You can spend hours and hours playing by yourself, but, having friends along to help you out can move you into the higher levels very quickly. Actually, there are many areas and instances that can only be accessed by groups of players. A guild is a more formalized group of friends who help each other enjoy the game. Setting up a guild is very easy. The hardest part is finding players to populate your charter.

1
Locate an NPC (non-player character) Guild Master in one of the major cities. According to Thottbot (see link below) there are eight guild masters available. They are Aldwin Laughlin in Stormwind, Christopher Drakul in the Undercity, Funaam in The Exodar, Jondor Steelbrow in Ironforge, Krumn in Thunder Bluff, Lysheana in Darnassus, Tandrine in Silvermoon City and Urtrun Clanbringer in Orgrimmar.

2
Talk to one of these NPCs once you find one them by right clicking on them. They will give you a Guild Charter. The easiest way to locate them is to find them on the map in Thottbot or ask a guard for directions.

Find nine other players to add to the charter. If you don't already have a group together for the guild, simply asking lower level players can sometimes net you enough interest to get it started. But don't be rude. I know I don't appreciate having a charter suddenly thrust upon me while playing.

4
Return the completed Charter to any Guildmaster and you have started a guild.

Tips & Warnings
WoW does have limits for your guild's name. It can't be vulgar or suggestive. There are also a large number of guilds out there, so it's possible that the name may already be in use. Keep trying until you find one you like.
Keeping the guild together can be tough after you get it started. Try to include a variety of levels and classes in your guild. You may even want to schedule regular events that your members can participate in.
Don't forget the lower level members. Scheduling times for higher level players to help the lowbies finish quests and get good equipment can help keep your ranks full.
There are certain things that only guild leaders and officer can do, like invite new members and access the guild bank. Make sure you trust your officers.
As with anytime you get a group of people together, there are going to be arguments and disagreements. If you want your guild to be successful, you may want to consider setting up rules and guidelines pretty early in its development and make sure to communicate them to your members.
