Step 1
Check to see if the electric motor controller for your scooter allows for a full duty cycle. Try to use an easy high-current relay to bypass the controller and go faster. This way you can augment your momentum using the same battery.

Tinker around and find a larger electric motor to put in the scooter, but be careful so you don't burn out the controller.

Step 3
Attach the negative of the battery to the negative of the motor. Keep all of the other wires in the scooter connected. Your reward should be extra power so that you can easily go faster.

Take out the drive system from a larger electric bike. Use these parts in your scooter to see if you can go faster and get the speed you crave.
