Step1
First off, avoid useless technology.
Laser jammers, may work on some radar guns, but radar guns are not the only thing police use to catch speeders today on highways. If you get caught with these illegal devices in your car, you could be in serious trouble.
Step2
Don't stand out.
If you have a car that looks like it should be on a track instead of the highway, with a body kit, custom wheels, lights or a spoiler, etc. you should be wary of speeding at all. Even if these cars are going slow, they look like they are going fast and can get you pulled over even if you were not speeding at all.
Step3
Don't be first.
There is always the person on the highway that wants to go extremely fast, let them. You can still go as fast as that driver, just stay behind him and give him a lot of space. Radar guns cannot pan if they are to give a good reading and have to stay still and point out in straight line to find speeders. So technically, the one who crosses the "finish line" first, loses. Come in second.
Step4
Understand what speeding is.
Technically, you can be pulled over for speeding in inclement weather, even if you were going by or five miles above the posted speed limit. This is called driving faster than road conditions permit.
It is up to you to research your individual state's laws and/or federal speed caps for your state to fully understand where and when it may be permissible to drive fast.
Step5
Lay off the aggressive driving.
If you want to draw attention that you would not other wise get, then you may want to drive aggressively by switching lanes frequently. If the police were not looking at you before, they are now.

on 7/26/2008 laser jammers are not illegal and they don't jam radar guns. RADAR jammers ARE illegal and they also don't jam radar guns (big scam). LIDAR is the laser technology police use for laser speed detection (in addition to radar). LIDAR speed readings are instant and once your laser detector picks it up you are already screwed. LIDAR typically involves one officer using the laser gun who radios to a chase car further down the road. Laser jammers do work against LIDAR (however are quite pricey) and are legal in most states.
