I live in Oregon and in Oregon all the surplus, seized, and recovered personal property, is being sold through eBay, (their eBay seller account: oregonmotors2000, and oregonsurplusproperty11),
as well as at their actual physical location in Salem, Oregon.
You can examine the property you bid on through eBay if you come to the Salem location. All items must be picked up at the Salem Oregon location, after purchase.
The instructions for how to bid, explaining any extra fees you must pay, and where and when to pick up the items you buy this way are clearly given on their eBay seller site.
Most states have some sort of selling process, usually by auction, for their surplus property. For example New York state also sells some surplus property on eBay, (their eBay seller account: nyssurplusalbany).
There may be other states that sell on eBay too, but I am most familiar with the Oregon eBay auctions.

What kinds of things are sold? Practically anything you can imagine including vehicles and heavy equipment.
Recent auctions on the Oregon Surplus Property eBay account, included everything from a lot of 29 interior and exterior doors, a lot of 12 wooden chairs, a Schwinn electric motor scooter with charger, a lot of foreign coins (a coin collection), a lot of 70 white blankets, a lot of kitchen equipment, a lot of office furniture, as well as assorted cars, pickups, vans, and heavy equipment.
A lot simply means there are more than one of the item, and usually they will give you a pretty good idea of how many items are in the lot you are bidding on.

Sometimes you can get incredible deals buying this state surplus property, the 29 doors are currently going for about $15.00 according to the last bid for example. You can't even buy one door for that price new!
Step4
All goods are sold "as is" and you are responsible for picking them up. No delivery.
Each state will probably have slightly different buying, selling, and pickup instructions, so check out the "State Surplus Property" in your own state.
You can call your states information office to find out the address for your states surplus property sales. Or, go online and do an internet search for "state surplus property".
Step5
There is no reason to miss out on some of these great surplus property deals. I know many people who have purchased vehicles here in Oregon from the eBay selling site for Oregon Surplus Property, and they were able to inspect the vehicles in Salem before purchasing.
The Oregon eBay seller of Oregon Surplus Property does a good job of describing the property and vehicles, including lots of pictures, in case you need to see what you're bidding on, but can't make it to the actual physical location right away.

on 5/12/2008 I don't know what state you live in bizewriter, but in Oregon it's super easy since surplus property is being sold through eBay. I have bought some things, and lots of people I know have purchased cars and other items this way with no problems.

on 5/12/2008 I've long wanted to try one of these type of auctions but wasn't certain how to go about it. I went to a standard auction once and bid on the wrong thing...so I'm a bit trepid about it. LOL
