Get out a little. Explore your new town. You can find information about events in your new town from the newspaper, word-of-mouth, and especially the radio. Keep your eyes and ears open and pay attention for social opportunities.

Understand You. It's important that you understand your own personality type before looking for new friends. Just because you had friends that were a certain way in your old neighborhood doesn't mean you will at the new one, and it doesn't mean that you will like them more or less either.

Do what you like to do. You have a good chance of finding likeminded people if you go to where you usually do, because they might like to do the same thing you do. Ask yourself "Where do I like to go often?", could be the library, bowling alley, the bar, etc. People who regularly go to these places will see that you are new and may wish to talk to you.
