Sim City 3000, like all games in the Sim City series, is an open-ended city building game. To play the game, you must manage your resources carefully, deal with traffic and pollution and keep expansion to a pace that will draw more citizens to your city. Since there is no overall goal and the game never ends you can never really "win" the game, but you can certainly create a successful city. There's a big difference between a successful city and a failure that will quickly turn into a ghost town--your successful city is likely to win you more resources and keep the game going well.

      Choose a terrain with which you are comfortable. A good terrain will have a river or coastline and be relatively flat. If the terrain is too hilly you'll end up spending too much money making flat areas for zoning. Since there are no set rules to the game, feel free to use the terrain editor to get a map you like.

      Pause the simulation while setting up your basic zones and utilities. During the setup phase, the city will be relatively unlivable and the citizens will be unhappy, so pausing it will keep chaos to a minimum.

      Start by building small areas of each zone. To be successful a city needs residential, industrial and commercial zones. Remember to avoid putting residential zones next to industrial zones as it lowers the value of that residential zone.

      Size your zones to place the optimal amount of roads. Roads are the major arteries between your zones. Too many roads cost too much to maintain, but if you place too few of them they'll get congested and people will start complaining.

      Add a power plant--before people will move into your city. Since there's always a price/pollution trade-off when selecting a power plant, you may want to begin by choosing the least expensive plants --such as the coal power plant--and placing it further away from your zones. As your city expands, your zones will eventually be closer to your power plants. When your power plants age and needs to be replaced, make an effort to replace them with cleaner power to keep your city's pollution down.

      Add power lines. Every zone must have a power line connecting it to the power plan. Power automatically gets routed through existing buildings so you don't need to run power lines to every square of the zones, but they must be built over roads to connect zones. If you see any flashing lightning bolt icons, those buildings need power and are likely probably be abandoned if you don't provide it.

      Create a water system and power the water pumps. This simple step is often overlooked by new players. Your Sim city will begin to grow without water, but eventually you'll need a good water system or people will stop moving there. Switch to the underground view to run water mains through every zone and build enough pumps and water towers to keep the water pressure up in all areas.

      Start the simulation. If you've done everything correctly, people will begin moving in. Pay close attention to your advisors as they'll tell you about problems before the citizens get angry about them.

      Keep up with your city's needs. Build schools, hospitals, police stations, fire stations and entertainment as needed. The key to a successful Sim city is keeping your people happy and continuing city expansion.

      Make connections. Make highways to other cities by making a road to the edge of your map. Create seaports and airports. Creating connections to other cities makes your city grow.

Tips & Warnings

  • Some experimentation is required to find the right sizes for your zones.

  • Keep up with the pace once your city gets on its feet. This is perhaps the hardest, but the most important to do. If you don't keep up the pace, you're unlikely to "win" a successful city.

  • Don't be afraid to pause the game to solve major problems. As your city gets larger, you'll often be presented with many problems at once. If you don't solve them quickly enough people will begin leaving the city and you'll see abandoned buildings.

  • Keep an eye on your power plants. Forgetting to replace them before they explode is no way to win over your Sim population!
