Difficulty: Moderately Easy
Step1
First, you need to make sure you have a suitable player. Get as many as possible because videos come in all types of different extensions. Different extensions basically means it only works with a certain player or certain types of players. Install Windows Media Player, Real Player, DVD Software, iTunes, and Quicktime. Not all of these are required but are recommended.
Step2
Here is a list of networking sites where you can find content for free:

YouTube.com--Anyone can upload videos to this site, so there is a fairly large collection of content. I'd recommend checking out different videos especially if you are into music. There is a great selection of independently made live footage as well as many fan-made videos.
MySpace.com--MySpace has several video sections where anyone with a profile can upload video.
Facebook.com--similar with Facebook.
Step3
Here is a list of several larger media outlets and blogs that offer video:

Comedy Central--Extensive summaries from The Daily Show, Colbert Report, and other Comedy Central favorites.
CNN--Offers video for much of their news. The same applies to CSpan, MSNBC, and most other main media outlets. Television shows are usually made available as well.
Blogger.com--People can add videos to their blog websites.
Alternet.org--Great news source, contains many current event videos.
Step4
Other Miscellaneous Sources:

freedocumentaries.org.--This is a fantastic site for those that like documentaries. I'm a pretty big documentary fan myself, and I use this web-page frequently. They offer tons of popular documentaries all free of charge and you can stream them directly from your computer.
Google Video--It's Google, enough said.
