Step 1
Understand the different types of bikes on the market. Bicycles come in three basic flavors and a few niche bikes. There are mountain bikes which are good for rugged, off-road riding; road bikes which are great on the road, but not safe off-road; and hybrid bikes which are good for both street and light off-road riding. There are also BMX bikes and other specialized racing bikes. There are also recumbent bikes which allow you to ride feet-first lying back, and cruisers which tend to have one gear and a cool, retro style.

Decide which type of bike is right for you. If you plan on just using your bike for short or medium range commuting, riding around the neighborhood, or trail riding, a hybrid is probably your best bet. If you have a longer commute or want to be able to take long trips, a road bike might be your best bet. If you plan on doing any serious off-roading, you will need a mountain bike. They are heavier and slower than road bikes, but their knobby tires and solid frames are essential for rough riding.

Step 3
Figure out what you can afford. Bicycles can run anywhere from less than $200 dollars to more than $2000 dollars new. Don't feel pressured to buy more bike than you can afford or will need. If all you plan to do with your bicycle is to ride down to the grocery store, an entry level bike will work just fine.

Find a good bike shop. Talk to local bicyclists you know and get recommendations. Particularly if you are new to cycling, finding a bike store with a helpful and knowledgeable staff is crucial.

Talk to the shop owners. Tell them what you want, and what your experience is with bikes. They will help you pick out a bike that is the right size for you and fits your interests and budget.

Step 6
Look at used bikes. Many bike stores offer used and rebuilt bikes, sometimes for very cheap. This is an especially good option if you are on a limited budget. You can also find used bikes on Craigslist or at garage sales.
