Step 1

1. Obtain a domain name from eNom, GoDaddy or another reputable domain name registrar. Add hosting and build a quality website with good content about your business, organization or whatever is on the website.
Step 2

2. Sign up for a Google Adsense account. It's free and fairly easy to find on the Google main page.
Step 3

3. Submit your website for review, it will be looked at for compliance, so follow the rules or they will not publish.

Tips & Warnings

Google Adsense is designed for you to make money off the visitors on your website. The better your content, in theory, the better ads and indexing you will have on your site.
Don't cheat Google, they will figure it out.
