How to Make a User Agreement Appear at Startup in Windows XP
You may have noticed a disclaimer box appear after you press "Ctrl + Alt + Del" on a computer running Windows XP. Computer programmers often put such notices in place to notify users of an organization's privacy policy, user terms and nonhacking policies. If you wish to make a user agreement appear at startup in Windows XP, follow these steps.

Log on to a networked computer as an administrator. If you do not have administrative rights, ask the person who runs your network to help you add a user agreement that appears in Windows XP upon startup.

Click on the "Start" menu and navigate to "Control Panel." Look at the top left menu under the "Control Panel" heading. If it says, "Switch to classic view," click on the link of the same name. If it says, "Switch to category view," you are already in the proper view and should not click on the link. Double-click on "Administrative Tools" and open the "Local Security Policy" shortcut.

Expand the "Local Policies" category by pressing the "+" sign to its left. Single-click on "Security Options." In the right-hand screen, you see an alphabetical list of options that you can apply. Find the option that reads, "Interactive Logon: Message text for users attempting to log on" and double-click it. A box appears. Type the message you wish users to see and press "OK." Windows saves the new message and returns you to the "Security Options" screen.

Double-click on the option that says, "Interactive Logon: Message title for users attempting to log on." Give the user agreement message a name/title that appears in its blue title bar. Press "OK" when finished.

Close the "Local Security Policy" and the "Administrative Tools" windows. Restart the computer to ensure that the user agreement appears properly at startup in Windows XP.
