Determine the amount of space you have available for your used file cabinet. This will probably require measuring the space, especially if you don't have a lot of leeway for positioning. Remember to take the measurements with you when you shop.

Read the classifieds in the newspapers and online. You can even place a "want to buy" advertisement. Usually you can do this for free.

Be prepared to do some minor repairs to the surface of the used filing cabinet you bought. There may be some scratches or dents. If you like wheels, you can easily add those on since they can be bought at any hardware store.
