      Open your SimCity. Look at your population numbers and determine if your city is big enough to handle skyscrapers. A larger population can help you obtain skyscrapers because more citizens equal more demand. Small cities don't have skyscrapers, no matter how well you run them.

      Evaluate the density of zones you have laid out in the city. The less dense commercial areas don't produce skyscrapers. Create a more densely populated commercial area to attract skyscrapers to your city.

      Decide if the areas of commercial zoning are desirable. If you have a business workforce of more than 45,000 people, one issue could be the area isn't desirable. Increase desirability by placing commercial zones in a central location or near an attraction like the waterfront.
