Step 1
Ascertain what is wrong with the current motivational methods of the company. Ask yourself questions such as:
"What is the number one complaint among employees regarding the current motivational methods?" "Are they too negative, too focused on one person, etc." -
Step 2
Ascertain who it is that is in charge of motivating the employees under him/her. Examples: team leaders, supervisors, area managers, middle management, etc. Find out the parties responsible for causing the least amount of motivation among your employees by whatever method available--
company-wide poll, watching them in action without them knowing, having others observe them and report their findings, etc. -
Step 3
Go through all the details and observe what is useful and what is not. See what kind of motivation makes people do things--without upsetting them--and what doesn't. If someone had a bad day motivating others--who cares, but if a person is regularly a poor motivator, try to find out why. The repeat offenders need to be taught the correct way of motivation--usually positive reinforcement--or they need to be kept from having to motivate others. It's not necessary to demote or fire them, just give them other tasks or a different job position.

Step 4
Assess your current methods of promotion that make a person directly in charge of motivating employees. Give a personality test to those who are put in such positions. If the candidates fall short of being good motivators, have classes in proper motivation arranged for them.

Continue observing the way employees are motivated by people in these positions and repeat the cycle of steps if anything is amiss.
