Check the local papers in your area for festivities that might be unusual and interesting for you and your fiancee to go and see together. This will add a uniqueness and be a good memory in the future, for the two of you, of your marriage proposal.

You should start out by talking about why Leap Years are always important to you. Maybe because they only come along once every four years, it's like an extra day you don't expect to have, and one that might bring an unusual surprise. Ask your fiancee if anything special has ever happened to her on Leap Years in the past. (Chances are the answer will be no.)

Have some printouts from the internet about facts about Leap Years, and their effects on history, or time, or the planets. Talk about special things in human history that have happened on Leap Years. She'll probably think you're nuts by now.

Tell her that you wanted something special to happen this Leap Year, and you wanted her to be a part of it. Then you start your proposal. Tell her why you love her, tell her you couldn't imagine a life without one single day with her. That's why Leap Year is important, because it was a special, extra day made just for you to ask her to marry you. (Of course you tailor this for your own proposal!)
