Step 1
One of the best places I go for inexpensive make-up is Dollar Tree. They carry a brand called Aziza and some other types of make-up. I especially love the two packs of 3 in 1 jumbo pencils with free sharpeners. These are great for people like me who have an allergy to powdered eye make-up and have a budget.

Step 2
Kmart has the ELF brand make-up. I get my skin tone cover stick there. These are also $1.00 in price just like the dollar store.

Step 3
Try make-up such as Wet 'n Wild, NYC, or Bon Bons from any store. They are pretty inexpensive and do the job nicely.

Dig through clearance bins of make-up. I once found lipstick for under a dollar at a Shopko store doing this. If you don't care about the latest color craze these will usually do the job.

Sally Beauty has a great line of mini-lipsticks for $.99. these are inexpensive and a great size for pocket or purse.

Step 6
Also, try getting samples or sample sizes. Avon has some great sample sizes which might be worth looking into and are even available at a great price for a pack for represenatives.
