this can be used if your ip has been banned from a game server , or if your ip gets blocked , or you simply want to change it
i have tried this both windows xp and vista and it has worked
now -click on start -click on run -type in the command -you should be at an msdos prompt screen now -type ipconfig/release and hit enter -type exit and leave the prompt -right click on network places in control panel

click on properties you should now be on a screen with something titled "local area connection " , or something close to that , and, if you have a network hooked up , all of your other networks .
-right click on "local area connection"and click properties -double click on the " internet protocol (tcp/ip) " from the list under the "general" tab -click on "use the following ip adress "under the "general" tab

-create an ip address (it doesnt matter what it is , type 1 and 2 until you fill the area up -press "tab: and it should automatically fill in the "subnet mask "section with default numbers -hit the "ok" button here and hit ok again
Step4
-you should now be back to the "local area connection " screen -right click back on local are connection and goto properties again -go back to the "tcp/ip" settings -this time select "obtain an ip adress automatically " and hit ok twice
Step5
you now have a new ip adress with a lil practice you can easily do this in 15 seconds

this only changes my dynamic ip adress not my isp/ip adress
