To begin, mark out the area where you would like your mulch bed. Most people assume you just pile on top of your present soil, however, i prefer to dig out around the edges. So begin by digging a trench around the edge of your bed, leaving a smooth edge on the grass side of the trench, and tapering the trench, where the deepest end is closest to the grass, and gets shallower towards the center. This will allow you to put less mulch in the bed, while giving it the illusion of deep mulch all the way through.

This will also keep water from running THRU your bed, and instead will re route it around your bed, other than water falling directly on the bed. (the center of your bed should be a bit higher than the surrounding lawn.)

Now, when applying the mulch to your bed, dont pack it, use the pitchfork to 'sprinkle' it onto the bed, for an even coat, and a natural look, by 'sprinkling' it on, this will allow water to permeate thru it rather than floating it away once there is water build up underneathe of it.
Step4
Your new mulch bed should be protected from floating away now, good luck and happy gardening.
Tips & Warnings
You may wish to fill your mulch bed with topsoil before mulching if the topography of your yard looks to push water through it.
