Step 1
Pick your font, and type it out. I used Impact, 76 pt for the tutorial. Open up Blending Options by right clicking on the layer, and add the following options:

To Drop Shadow, make sure its set to black, and change the opacity to 27%. Uncheck the Global Lighting and set the angle to 49 degrees.

To Bevel and Emboss, change the size to 133 pixels. Again, uncheck the Global Lighting, and change the angles to -37 and 37. Now, on to the gradient!

Step 4
Change the gradient to a nice shade of light blue to medium blue. Here, I used a gradient of #00a9e0 to #7bddfd.

At this point, your text should look something like this. Now, we're going to add the shine. Stop here if you're already happy with the results, though!

Now, add a new layer by clicking the New Layer button or by hitting Shift+Ctrl+N. Fill this new layer completely with white, and turn the layer's opacity down to 25%.
Right click the Selection Tool button, and select Elliptical Marquee Tool. Make a selection on the new white layer similar to the one in this picture. -
Step 7
Hit delete. Your text should now look like the following picture. Change the selection's opacity until you get a look that you prefer.
At this point, you're almost done! Now to add the reflection, and to give this it's final look! -
Step 8
Select your text layer, right click, and select Duplicate Layer. Select the new copied layer, and drag it below the original one.
While still keeping the new layer selected, go to Edit > Transform > Flip Vertical. Move the text to where it's positioned right below the original text, as shown in the picture. -
Step 9
Turn the opacity of the new text layer down to 31%...and you're done! You now have a beautiful text effect perfect for any Web 2.0 site!
