First, clean your tub with The Works. This is a cleaner that gets ride of rust stains, lime, calcium magensium, and other minerals that are typically found in hard water. Call this number to find a store near you that carries the product: 1-800-448-5281. This cleaner is so much better than most popular brands just as Ajax, Clorox, Windex, etc.
Step2
You may find that your dull finish was the result of hard water, so you may be done with just using the cleaner! If not, sand the tub with 2000 grit wet paper, and make sure you do it evenly.
Step3
Restore the shine by using buffing compounds that get increasingly finer. You may need to put some muscle into this, but you should be able to get good results.
Tips & Warnings
Never use abrasive materials such as Comet in your tub. This takes away the finish as well as the grime!

This article was worth reading, just to get the name of that great cleaner! We have really hard water, and it leaves horrid spots on the tub and shower.

Hi LN. Have you heard of the fiberglass product called 'Gel-Gloss'. This is a good one for fiberglass tubs. We've used this for years. A hot tub manufacturer recommended the product. Even the drag boats at the river use the stuff. Always follow directions with chemicals. You're right! Sometimes the only thing left to do is to sand and buff them out.( commonly referred to as 'color sanding', in the automotive biz. You have an uplifting profile picture. It's nice to have you on my friends list. Ken
