Proportion and outline your cartoon character's head before you draw. Even though one can suspend disbelief to a point when drawing a cartoon figure, create a head and body outline before adding pupils, eyebrows and other facial features and make sure that all body parts remain proportionate.

Draw the eyebrows to express your character's emotions. To draw an angry cartoon character, raise the eyebrows in an arch. When drawing a sad face, curve the eyebrows so the center of the eyebrows hang closer to the eye. A surprised or frightened character's eyebrows should be rounded and placed higher above the eyes.

Create wide eyebrows that span past the corners of the eyes. A female character's eyebrows can be thin and upturned at the edges, while a male cartoon character's eyebrows and be drawn with a darker pencil for a bushy effect.

Change the size of a cartoon character's pupils to establish their mood. You can show love or surprise by drawing the pupil bigger and darker. A small or narrow pupil can show anger or suspicion. You can also leave a light or white space in the pupil to draw more attention to it.

Study the eyes and eyebrows depicted on various cartoon characters. Take a look at the Sunday funnies or a favorite animated cartoon and notice how the eyebrows and size of the pupils express a character's personality.
