1
Twist a small bubble at the knotted end of a long balloon and the wrap the balloon around your head to make the perfect fit. Pinch the balloon where it meets the bubble and twist the bubble around the balloon. Make another small bubble on the other end of the balloon and twist it around the center of the loop to complete the base.

2
Inflate a long balloon all of the way and make a loop by tying the two ends together. Your balloon loop should be the color that you would like your flower blossom to be. Fold the loop in half with the knotted end on one side to find the center. Hold the knotted end and the creased center, push together and twist at the center to make a bow.

3
Hold the bow at the center of each looped end and push them to the center. Twist again to create your four flower petals.
-
4
Blow up a long green balloon which will be your flower stem and twist a small bubble into the knotted end. Twist and lock the bubble around the center portion of your flower blossom.
-
5
Fold the long green balloon up so that about 7 inches of balloon extends past your flower blossom. Hold the fold at the bottom and bring the end of the balloon back down to the fold. You should now have three portions of green balloon held firmly in your hand.
-
6
Find the center of the three folds in the green balloon and twist the portions together. When you release the balloon, you should have two loops which create leaves as well as the upper and lower portions of your stem.
-
7
Twist and break off the portion of green balloon below the leaves and wrap the excess balloon around the leaf twists, tying the balloon firmly so it doesn't lose air. Slip one leaf up and under the center arch of your basic balloon hat and twist the leaves around to anchor the flower onto the hat.
