Step 1
Begin with 3 balloons, stretched and inflated within an inch of their ends. The balloons should be all different colors and of equal length.

Take 2 of the balloons and twist them together 3 inches from their ends.

Twist the balloons together again about a foot from your first twist.

Step 4
Use the third balloon to create a locking twist about 3 inches from one end. Wrap it around the same twists that secure the original 2 balloons. The result will be 3 tails of equal length, all twisted together.

Step 5
Measure about a foot down the third balloon and twist again. Lock that twist around the others, and the result is a hat with two sides and a top. You can use either end for the front of your balloon hat.

Step 6
Embellish the ends by adding bubbles or locking the bubbles together to create whatever shapes you desire. As long as you have the basic frame, you can play with the tails as much as you like. You could even add more balloons.
