Step 1
Talk to them. Make sure they're comfortable talking with you about non-work issues. There's nothing wrong with flirting, but find out a bit more about them first. You don't want to make the person feel awkward by telegraphing your interest before getting to know more about them.

Invite them to lunch. If you have a work schedule that allows you to go to lunch with that person you have your eye on, ask them. If it's your first time, make sure you have someone else coming. That way it looks like you're inviting them just to come along and not for a lunch date.

Invite them to a solo lunch. If they come along with other people, they'll feel more comfortable coming with just you because then at least it feels familiar.

Invite them to something outside of work. If they're hanging out solo with you for lunch, it might be time to invite them do something with you on a more personal level. If they like wine, find a local wine tasting and invite them.

Keep it to yourself. If you go out or hook up with someone at work, don't go and tell all your coworkers. If you run your mouth, you might embarrass that person and never get to go out or hook up with that person again.
