Nobody has time to exercise. The trick is to fake it til you make it. In other words sneak exercise in until you are addicted and planning your day around your exercise instead of planning your exercise around your day.
Plan on meeting someone. This trick was probably more effective before cell phones but it still works. You will be more motivated to get out of bed if some one is depending on you to meet them on a street corner for a walk/jog or at the gym. Strangely it seems to work even better if it's not your best friend or close acquaintance.
Step2
Don't go home. This is my favorite strategy. Once you get home from work there will be messages on the answering machine, laundry, kids, meals, and most tempting, a beer and a couch. Pack your stuff in the morning and do your run or workout on the way home. Soon you'll be looking forward to the end of the day for all the right reasons. If you have a commute, run before you start the commute to get out of the habit of having coffee and a snack on the way home.
Step3
At least try mornings. Research shows that the later in the day you plan on exercising the better the chance that you will blow it off. Lay everything out the night before and set your alarm (soon you won't need to). In the morning stumble to the bathroom, put your shoes on and head out the door before your usual morning ritual has a chance to kick in. You will soon be one of those annoying people who are in a good mood when you get to work in the morning.
Tips & Warnings
Lie to yourself. There were countless days when I didn't feel like running but promised myself I would only go for a mile. Remember that starting is always the hardest part. Think of yourself as a three-percenter: when it's cold, dark and rainy in the morning I find it satisfying to know that 97% of the population would roll over instead of rolling out of bed.
