How to Filibuster a City Council Meeting

If there is an important civic issue on your mind and no one is paying attention, the best thing to do is attend a city council meeting and filibuster it.

Instructions
  1. Step 1

    Attend city council meetings as a silent observer. After the meeting, introduce yourself to the council members and mayor.

  2. Step 2

    If possible, make friends with these people.

  3. Step 3

    Take notes on when the Council opens up to the Public. Usually every city council allows about half an hour at the end of the meeting for citizens to speak.

  4. Step 4

    After you have attended a few meetings, approach the regular speakers and ask them if you can have the floor to yourself next meeting.

  5. Step 5

    At the next meeting, stand up and approach the front of the council during the citizens’ time. Begin speaking on your issue. The most important part of this is that you DO NOT STOP speaking until you elicit a response.
