Step 1
Scan pool sides, beaches, hotel lobbies, night clubs, bars, coffee houses, tourist sites, even churches for "the one".

Once target is acquired, approach slowly and calmly with a pleasant face, especially if there is a potential language barrier.

Say hello, in your native tongue, possible give a little wave with a smile, however keep in mind that in some countries certain hand movements are considered rude. Investigate local culture before attempting to touch, kiss or in any way man-handle your future spouse.

Assuming you have passed the meet-and-greet portion of the relationship and have excelled to the point where you feel your heart break when you think of being apart it is now time to focus on continuing the relationship-long term. You must speak with your significant other and confirm that they too are in it for the long haul.

Once both sides have confirmed that they cannot live without the other it is time to discuss "rules". Will this be an "open" relationship where you can both do as you wish in your respective countries or a monogamous one? Make sure you both have a clear understanding of what constitutes cheating for each other.

Fast forward to you both being in your own countries. Long distance relationships are tough so it is up to both of you to work hard at it. The telephone is a great way to cut the distance. With the Internet it is possible to buy phone cards for any country in any denomination. I suggest (depending on price per minute) buying at least a $20 card to ensure you won't be cut off in the middle of a tear good bye. Keep the calling card in a handy spot such as your wallet since you never know when you might need to call your snuggle bunny.

Keeping in tune with communication send emails on a daily basis (but not to the point of being excessive, remember people want what they can't have). Send e-cards or better yet, go the old fashion route and send a real card or letter. Packages are always welcomed too! No email can beat receiving a package in the mail from your honey with a hand written letter tucked in.

Now we must discuss something a little...racy. Some relationships involved sexual encounters before the partners had to separate and now you may be feeling a "need" that needs to be fulfilled. STOP. Before you doing anything that could serious jeopardize your relationship think...lets say, outside the bedroom. It is possible to have a fulfilling relationship if you use a little creativity. Phone sex, with or without toys, can be very rewarding for both partners. Saucy emails, dirty MSN messages, naughty gifts all help in reducing the distance and calming the loins.

It is now time to decide who will leave their home country to move to their loved ones. In my experience it is easier for an American to move to Colombia than say for a Colombian to move to America. Get proper legal information from your local government agency on visas, health issues, etc.

Make proper airline reservations, pack up personal goods, make proper arrangements if animals are traveling with you, say goodbye to family and friends and be prepared to embark on a journey of a life time!
