Step 1
The state of Nebraska allows for a homeschool to exist as long as it is run like it is a private school. If a family member provides the instruction for the homeschool, then no qualifications are required, but if the family chooses to employ an actual teacher, then the teacher must have Nebraska teaching certification.

Step 2
An annual notice of intent must be submitted to the State Commissioner of Education by August 1, or 30 days before home school instruction begins. This notice must indicate a scope and sequence of instruction for each child, a schedule that indicates that 1.032 instruction hours will occur for elementary children, and 1080 hours of instruction will occur for secondary students. It must also document the qualifications of the primary instructor of the homeschool, including the name, age, address, highest level of education completed, the names and years attended of any educational institutions attended and teaching experience.

Step 3
Within this notice, a signed and notarized parent or guardian form must be included. This signed form indicates that the parent is removing their child from public education for either religious reasons or because they feel that the public school is interfering with their right as a parent to determine how the education of their child is handled. It is also promising that appropriate sequential instruction will be provided in math, science, language arts, social studies and health.

This form also indicates that the person in charge of providing instruction is qualified to instruct a child in these required areas, as well as indicating that state vaccination requirements will be upheld.

A parent representative form is also required. This form indicates which parent is ultimately responsible for all paperwork and record keeping. Finally, by October 1, a copy of each homeschool child’s birth certificate must be submitted the first year that their homeschooling begins.

Step 6
Compulsory school attendance begins at age seven in Nebraska, so there are no kindergarten homeschool requirements.

Any standardized testing is not required by the state Board of Education at the current time since the courts have determined that any testing must be uniform across every homeschool, and it must also be given only at the consent of the parent.
