Step 1
Consider the situation. Who is this person? Is it a love interest or just a friend? A friend you can call whenever, but it is still a good idea to wait about a day to be safe.

Ask more questions. If this is a love interest, then of course it gets tricky. Where did you meet this person? If it was at a bar, you need to add a few days to your call because meeting people at a bar is sometimes uncomfortable.

If it was at an event that you have something in common with, like a party with friends you both know, or some kind of event that you were both involved in, then you can call a little sooner. The other person already knows something about you based on your attendance to this event, so they are more likely to feel comfortable with you.

After a blind date, you have to judge how it went. If they offered you their number, then you should feel comfortable calling. Still throw in a couple days to be safe. If they didn't offer their number and you asked for it, add a couple more days to it.

Understand that the bottom line is, you can't just judge the person, you have to think about the situation where you met, how it went when you met, and how comfortable the other person would feel around you. If you think it went really really well, and you can't wait to see the person, and you have no hesitations to call this person despite your friends telling you to wait, then by all means just call the person whenever you want.
