How to Prosecute murderers for life

Murderers should be lock up with the rest of their lives regardless how the crimes committed. Exempt for one thing if it was happened because of self-defense. As I observed killers are roaming around free. And while others who did not commit the crimes was being locked up for several years and thanks to the DNA testing. What happen if there's nobody will try to find the truth these people who did not commit the crimes will rotten in jail. While the person who really did the crime will keep killing the innocents.

1. Judge the person of what the clear evidence shows not how you feel towards the suspect.
2. If proven guilty ,sentence him/her to the maximum allowed by law. Insanity should be out of the discussion when someone kill someone.
3. Do not sentence the killer for few months ,while rapist sentence to death. I think killers have heavier offense than rapists. We put convicted rapist to an electric chair and died by lethal injection. But some country the killer is free just sentence for few months after killing a man. A woman who killed all her kids just walk away for short period of time in jail or rehabilitation. Mental illness should not make you an excuse to escape your sentence.
