Step 1
Open the program and go to File, and then New Project. Click on the "Custom Settings" tab at the top of the dialog box. Click on "General" from within the options box to the left.

Choose an "Editing Mode" option that best matches your source footage. This mode does not determine the format of your final movie, however. That is something you specify when you export.

Use Timebase to specify the time Premiere uses to calculate the time position of each edit. Choose 24 for editing motion-picture film, 29.97 for editing NTSC and 25 for editing PAL.

Choose a frame size for your project that matches the frame size of your source files.

Use Pixel Aspect Ratio to set the aspect ratio for individual pixels. In most cases, choose the format used by your source.

Designate fields. If you work with progressive-scan video, select No Fields (Progressive Scan).

Note the display format. The time display options correspond to standards for editing video and motion-picture film. For "Frames and Feet" and "Frames" timecode options, change the starting frame number to match the time-counting method of any editing system you may be using

Ensure the right cut. Title Safe Area specifies how much of the frame is needed for titles so that titles aren’t cut off by televisions that zoom the picture slightly to enlarge it. The Action Safe Area shows how much of the frame is needed as a safe zone for action, so that nothing is cut off by televisions that enlarge the picture.

Browse to where you want your project saved, give it a name, and Click "OK."
