Step 1
Cut felt fabric into 3 inch circles.

Cut a piece of jewelry wire 3 inches.

Glue down the wire in the center of the circle.

Cut a piece of ribbon 3 inches.

Glue the ribbon so it covers the wire.

Fold the circle in half keeping the wire straight.

Slip a fortune written on a tiny strip of paper into the cookie.

Now fold the half-moon shape so the ends of the wire meet.
