Join the Military. I'm only going to talk about how to become a sniper in either the Army or the Marines, I don't know what the Navy, Air Force, or Coast Guards policies are on snipers. So the first thing you need to do is join either the Army or the Marines.

Once your in you need to sign up for infantry service which will require you to score a minimum of a 50 on the ASVAB(Armed Services Vocation Aptitude Battery) Note: You should try and obtain the highest score you can on the ASVAB since most units will send the smartest to sniper school(snipers must be able to think on their feet).
Step3
Now you sign up for an Infantry MOS(Mission of Service)and go to basic training. While your at basic training you need to qualify as an Expert with your rifle, there are three qualification levels Marksman(passing), Sharpshooter(Above Average) and Expert(A perfect or near perfect score). I know in the Army qualifying Expert means you have to hit 36 of 40 targets at ranges between 50 and 300m in different firing positions.
Step4
Now that you've qualified Expert you need to finish BT and do the best you can to be near the top of your class. If your lucky now you will be selected from your unit to go to sniper school, don't worry if you didn't make Expert in BT there will be more chances to re-qualify so don't be bummed just practice as much as you can between qualifiers.
Step5
Now that your at sniper school all you have to do is pass. There will be instruction in obviously shooting, camouflage, spotting(assisting the shooter), orienteering, stalking, etc. Good Luck!

MOS is Military Occupational Specialty not “Mission of Service.” And in the Marine Corps you must pass the sniper indoctrination test, this test is administered by the Battalion’s Sniper Platoon. There is no regulation stating what the indoc consist of; each platoon devises their torched test. In the Corps it is also a requirement in most Battalions that a Scout have a strong swimming ability, therefore, an individual must score at least a CWS-2, most want CWS-1 on swim qualification.
