You should set up a web site because without one you lock out any potential audience for your book(s) and other writing works. Many contacts will be made by the Internet. A web site stores all fixed information about you and can be available at all times. (Bio, Writing Samples, E-books, etc.)

Blog
A blog gives you room to explore other avenues to promote yourself without any upfront cost to you. You can chat with people; do surveys, polls, to name a few. The following you set up with a blog will become the buyers of your book(s).
Step3
Pre-orders
If you want to make contacts for the selling of your books, you can very well sell them before they are actually printed. Part of marketing is developing contacts for promoting you and the books you publish. Sales orders in advance can help you with the cost of printing the book. Also, study marketing books to learn the many techniques that can be used to establish sells before the book is printed.
Step4
E-books
Books off to the printer can be converted into a .PDF file and sold right over the Internet and through your web site before the hard copy is ready.
