Follow the yearly changes. Each year, the FIA releases a set of amended rules and regulations that pertain to both the sporting and technical rules of the racing. While most of the changes are technical, the FIA does make annual alterations to the sporting rules. To follow Formula One rules in a thorough way you need to understand not just the rules and regulations but their interpretation or application in cases where the rules are violated.
