1
Start a discussion. Prom dancing rules are much more effective if teachers, parents and students feel that they had a say in the rules. Start a few weeks before prom with an open discussion about the rules. Allow all groups and individuals to respectfully voice their opinions about what should be allowed and prohibited.

2
Form a committee. While forming a diverse committee might require a bit more work and negotiation, in the long run dancing rules that were made by various representatives will be more effective. Get teachers, parents, chaperones and members of the student body and prom organization groups on the committee. Start with basic parameters and with rules about what kind of dancing everyone agrees should be forbidden at the prom.

Take on grinding. Every prom dancing rules committee has to deal with the issue of grinding. It's not only difficult to get a consensus on the dancing but it's also difficult to define in practice. However, your committee must address the dancing and make a specific, consequence-based rule for the prom when it comes to grinding and inappropriate touching.

Make the rules into a contract. The dancing rules should be part of a contract that students sign in order to attend the dance. This way, when a student needs to be removed from the dance for violating the dancing rules the student cannot argue that it's unfair or that, "I never agreed to that." Keep the contracts on premises at the dance, so you can show students who violate the dancing rules what they actually agreed to.
