Use tape to attach candy bars, wrapped candy and chocolate race cars to lollipop sticks. Attach the sticks to the bottom of the cars, aligning the cars in a vertical position on the sticks.

Insert the sticks into the styrofoam base. Arrange them so that the back row is the highest and other rows are staggered. Put the race cars towards the middle so that they can be seen easily.

Stick colorful lollipops, Mylar picks, checkered flags and checkered pinwheels into the base. Attach a large bow to a toothpick and insert in the front of the arrangement.
