Step 1
Cut a section of a willow tree approximately 8 to 10 inches long and a little bit thicker than the size of your thumb.

Slice one end of the silent dog whistle at an angle. Cut the sharp part off as this is the part of the dog whistle you'll put into your mouth.

Create a hole on the top of the whistle by placing your knife straight up and down and pushing into the willow. Next, cut the other side of the hole at a slight angle. Make sure this hole is fairly small. You can enlarge it if need be but you can't make it smaller again.

Remove the bark by cutting it in a straight line approximately 6 inches below your mouth piece. Where that line ends, make a clean cut around the perimeter of the stick. Strike the bark firmly with the blunt end of your knife. This will hopefully loosen the bark so you can slide the bark from the dog whistle cleanly.

Step 5
Carve a trench into the top portion of the dog whistle above the remaining bark. The deeper this trench, the deeper your whistle will be. Don't make it too big, as you can take off more if you need to but you can't put it back again. Make a very small notch above the trench but below the mouth piece.

Step 6
Wet the exposed wood of your dog whistle and put the bark back over the stick. Line it up just the way it was, and blow.
