Work within the United States Tennis Association's guidelines. This tennis association exists to promote the sport of tennis; providing helpful instruction, materials and guidance.

Recruit others to help form the new league. If this will be a junior league, parents are the likely choice. Form a committee of interested people to assist in making phone calls, contacting businesses for donations and organizing a schedule.

Organize a kick-off carnival. In mid-spring, when the weather allows, arrange to host an initial tennis party where participants register and take part in group activities. Plan to have some experienced players on hand to start tennis games and award prizes for the winners.

Publicize the league by contacting the local newspaper. Provide articles that detail your intentions, your contact information and the results from team play.

Raise funds for the league by asking for donations and organizing fundraisers. As league membership increases, apply for not-for-profit status to encourage larger donations.

Plan the league's play schedule to fit into the length of time you want the tennis season to run. Some leagues start before school is out, and continue until autumn, while others play only in the summer months.

Arrange lessons for the players. Consider arranging monthly clinics, bringing in better coaches and running stations for different skills.

Purchase team apparel when the league becomes large enough to support the expenditure.
