Step1
First you need to get down to business. Understand that the book you have must be something that will sell. Just an ordinary book about ordinary people will not get the attention of many editors, publishers and agents to look at it once.
You must approach them with business sense. Do not think of yourself as a writer but think of yourself as an administrative assistant. This job requires a different set of skills than a writer. It is the Administrative Assistants job to get pass all hurdles and assist her employer in being successful.
Administrative Assistants have plans. They work methodically. Remember when trying to get published getting emotional only gets in the way.
Step2
Have a plan then get a plan b, c and d.This is an obvious lesson. If what you are doing is not getting your desired results, it's time for plan B or C. Do be afraid to switch up the game to make yourself more marketable.
Do not give up. Should you have an agent that gets weary, you must keep the fight going. It may be the last effort that gets the reward. Give it all you got and Sell, Sell, Sell.
Step3
Think publicity. While you are trying to get your book published and even while you are still writting it. Get people talking about the book.
You will get more interest if you can show that you already have a following. Make podcast regardign your book and get as much publicity that you can. even if this means self publishing it. Adopt an knack for shameless self promotion. Publishers want to know that they will be able to make money on you and your book.
Step4
Be a model author. Share your expereicnes with others. Be pleasant, cooperative, even upbeat. Never let them see you sweat as the old saying goes. When ever you are with a potential publisher, editor or agent, let the bad stuff sit on the back burner and let only the good shine through.
We all have bad days but editors don't have to know about them.
They will brag about you to all that they come in contact. Which makes it only better for you.
Step5
Remember it only takes one to say yes. Once they say YES the work is not over. It begins but you are now a published author and you can take that to the bank as the saying goes.
